Warfare at the speed of thought: can brain-computer interfaces comply with IHL?
Statement by Anna M. Gielas for the ICRC
ย
The convergence of neuroscience and warfare in China and the United States reflects a new kind of arms race โ one focused not only on weapon systems but on the human brain itself. This intensifying competition has spurred interest among other technologically advanced militaries. Seeking to avoid strategic disadvantage, countries such as Israel and Russia are also developing BCI technologies for military purposes.

The problem of algorithmic bias in AI-based military decision support systems
Algorithmic bias has long been recognized as a key problem affecting decision-making processes that integrate artificial intelligence (AI) technologies. The increased use of AI in making
military decisions relevant to the use of force has sustained such questions about biases in these technologies and in how human users programme with and rely on data based on hierarchized
socio-cultural norms, knowledges, and modes of attention.
In the latest ICRC blog post, Dr Ingvild Bode, Professor at the Center for War Studies, University of Southern Denmark, and Ishmael Bhila, PhD researcher at the โMeaningful Human Control: Between Regulation and Reflexionโ project, Paderborn University, unpack the problem of algorithmic bias with reference to AI-based decision support systems (AI DSS). They examine three categories of algorithmic bias โ preexisting bias, technical bias, and emergent bias โ across four lifecycle stages of an AI DSS, concluding that stakeholders in the ongoing discussion about AI in the military domain should consider the impact of algorithmic bias on AI DSS more seriously.

The European Court of Justice (ECJ) has declared that trade agreements between the European Union (EU) and
Morocco cannot include goods or resources originating from Western Sahara.
The ECJ emphasized that Western Sahara is considered a โnon-self-governing territoryโ under international law and, therefore, it is
distinct from the Kingdom of Morocco. As such, any trade agreements that include products from Western Sahara must explicitly recognise this status and cannot be automatically considered as part
of agreements involving Morocco. Read the report by Middle East Monitor:

INVESTIGATION & DEBATE
In the largest public analysis of ISR military strike footage, Airwars reviewed hundreds of clips of strikes in Gaza posted on official military media accounts in the first month of the war. Despite the grainy videos published with few details on targets or locations, Airwars matched 17 strikes to specific geo-coordinates where researchers had tracked Palestinians killed or injured. In these strikes alone, more than 400 civilians were reported killed.ย Source: Airwars Org
For the 32nd year, the entire world voted at the UN General Assembly to demand an end to the illegal US embargo against Cuba. The USA and Israel opposed the
international community in a vote of 187 to 2. Ben Norton explains why the US empire has waged such a vicious economic war on Cuba for six decades.
